libbb/archival: make setup_unzip_on_fd() return bytes read if not compressed
...
setup_unzip_on_fd() does not return the transformer structure, so the user
does not know how much to seek back (or alternatively what the signature was)
when compressor signature is not detected.
Currently not needed (the only user is tar which dies anyway).
However, rpm2cpio may need this if we extend it to extract the internal .cpio
even if cpio's compressions algo is not known.

man: don't skip default path which appears in config file
...
If the MANPATH environment variable isn't set a provisional default
path of /usr/man is placed in man_path_list. This is only used if a
configuration file doesn't contain an alternative path.
If a configuration file lists the default path first:
MANPATH /usr/man:/usr/share/man
add_MANPATH() sees that the default entry is already present and skips
it. As a result man_path_list only contains the second and subsequent
components of the configured MANPATH.
In such cases the path should not be skipped.

Add width options to nroff command line.
Use "tbl", not "gtbl", as default tbl command.
Export GROFF_NO_SGR=1 and use "col -b -p -x" instead of pager when writing to file.

fix several problems with config parser:

a bug where it underflows the string
a bug where it never frees parser_t struct
make read_config() return 0 if parser is NULL,
make config_close() accept and ignore NULL parser -
eliminates many if() blocks
reverse the sense of parser bit flags - negative flags
are harder to grok.
hexdump: revert the change to use config parser, it is BIGGER
and also requires additional quirks in parser
